Those figures come straight from each city's own notice: Oakland's Department of Workplace and Employment Standards, Berkeley's July 2026 public notice, Emeryville's minimum wage ordinance page, the City of Alameda's minimum wage page, and the state Department of Industrial Relations.
Head south instead and the gap runs the other way. Where International Boulevard turns into East 14th Street at the San Leandro line, the state's $16.90 is the number to watch. San Leandro still has a local wage ordinance on its books, but the UC Berkeley Labor Center notes the state rate has passed it.
The Address Where You Work Sets the Floor
This is the rule that catches people. The minimum is set by where the work is performed. Not where you live, and not where the company is headquartered.
Live in Fruitvale and take a job at a shop on Park Street across the bridge, and Alameda's $17.76 covers those hours. Live in Temescal and work a register near Bay Street in Emeryville, and $20.34 applies. A delivery driver or home care aide who splits a week between cities is owed each city's rate for the hours worked there, subject to each city's minimum-hours rule.
Run the math on a full-time schedule and the spread is real. Three dollars an hour between Oakland and Emeryville is roughly $6,200 a year at 40 hours a week. Berkeley's lead over Oakland is worth about $4,700.
What Oakland Jobs Actually Pay
None of this means $17.34 is what you should expect to be offered. A minimum is a floor, not a going rate, and the Bay Area market sits well above it in most fields.
The Bureau of Labor Statistics put the average hourly wage across the San Francisco-Oakland-Fremont metro at $48.19 in its May 2025 survey, released this July. Even the lower-paying groups averaged well over Oakland's floor: food preparation and serving at $22.91, healthcare support at $21.79, and transportation and material moving at $30.45. Those are averages across a metro that includes San Francisco, so starting offers in the East Bay often land lower. They still clear the minimum by a wide margin.
Where the floor bites is entry-level counter work, small independent shops and part-time schedules. That is exactly where checking the work address pays off.
What Could Change Next
The calendars do not line up. Berkeley, Emeryville and Alameda adjust every July 1. Oakland adjusts every January 1 for inflation, and the city had not posted its 2027 rate when this was written. Berkeley has already published its formula for next July: $19.61 plus the local CPI increase.
A bigger shift stalled this summer. A labor coalition gathered signatures for a $30 minimum wage measure in Alameda County, but county supervisors called for an impact study in August, which kept it off the November 2026 ballot. Supporters have said they are working toward a similar measure in Oakland. Nothing on that front changes anyone's pay today.
